Honduras Próspera Zone for Employment and Economic Development (ZEDE)

Date: April 2017 – Present
Client: Honduras Próspera
Location: Honduras
Role: Governance Architects

Governance is the number one factor in the success or failure of economies. Good governance institutions (laws, policies, regulations, organizations, and practices) unleash the potential of people and places for centuries into the future. They determine whether businesses compete with each other through innovation or through lobbying; whether people find good jobs and affordable homes or live on the margins; and whether people grow up with decent, affordable healthcare and education that expands their potential or live lives predetermined for them at birth.

We are helping to navigate Honduras Próspera through one of the greatest opportunities in existence for transforming the world for good – designing a new governance framework. Honduras Próspera is a platform for deep reforms that combines the best of what Honduras has to offer with the best of what the world has to offer in “prosperity hubs” around the country. Honduras Próspera utilizes Honduras’ Zones for Employment and Economic Development (ZEDE) program, which was established with overwhelming support by a constitutional amendment and an organic law. The ZEDE program allows for new forms of institutional governance within designated areas.

Politas founder Michael Castle-Miller has extensively studied possibilities and risks under the ZEDE program since it started in 2014. We have advised the Honduras Próspera ZEDE since 2017 on a variety of issues including constitutional law, international law, human rights and sovereignty, tax law and policy, trade law and policy, economic development policy, and more.
